A personal note keeping telegram bot

- The bot uses offical telegram API
- Currenlty hosted on Heroku
- Creates a folder with the name of user's telegram USER_ID
- All the notes of that particular user are stored in this folder
- Data in the notes is in the form of dict, pickle is used to store & load the binaries
- Sanitize input more efficiently
- Improve error handling
- Add reminder options -
Looks like there's an issue on latest beta release, so reminder feature can't be added currently
