Logic for converting between eo3 and stac is scattered across several repos, notably
eo-datasets,datacube-explorer, andodc-tools. Asodc-stacimplements stac to eo3 conversion, it would make sense for it to also implement eo3 to stac conversion and thus serve as a centralised dependency.Existing logic combined in here has been inconsistent, and could use some input on preferred direction.
