Version tested with cloud CI build

Cloud uses Docker to build docs. After #564 cloud CI was broken. This version has been tested and temporarily helps cloud CI builds to pass.

Cloud needs to drop local infrastructure and use infra provided by docs to build cloud docs when the said infra is ready.
