This PR removes ECE 3.7 from the build as per ongoing incident around ECE https://elastic.slack.com/archives/C071N20PEF7

This PR can be reverted once ECE 3.7.1 version gets released, in the coming days

Nice to see the CI checks passing now! maybe the ms-107 backport for the broken link fix doesn't matter.

@kilfoyle it will matter on thursday when ms-107 releases, but right now ESS is still on ms-106, and that backport went through correctly
