This PR adds a devcontainer configuration. You can run the container manually, or run
devcontainer openin the root directory of this project to open VScode in the context of the container (so RuboCop works, for example).If you don't want to use VScode and/or dev containers, you can still use Docker. The instructions have been moved to
DOCKER.mdand improved.
