Issue description

Does Snowflake support FIPS via the .NET connector? I found zero mentions of FIPS for the .NET connector so it seems to not be supported. If not supported, is there any way to use FIPS for Snowflake via C Sharp?

I was thinking if the .NET connector didn't support it then the ODBC might. However, I looked on the ODBC docs and found almost no mentions about FIPS besides one tiny release note. Was wondering if anyone could help out or knew of a way to get FIPS set up in C Sharp
