APK "Tap to update" notification gives no UI feedback until post-installation notification

Bug description

Tapping the website distribution build's notification A new version of Signal is available. Tap to update. doesn't give any notification UI feedback until several seconds later, when the update notification is finally replaced by the post-installation notification.

Steps to reproduce

• Tap the update notification

Actual result: No immediate notification UI feedback
Expected result: "Tap to update" is immediately replaced by e.g. "Update in progress"
