Describe the Bug

When upgrading from v15 to v16 of this module, at least one file has changes.

cnf_pass.epp - Misses the managed by puppet header line

Expected Behavior

An erb to epp conversion should not change any files.

Steps to Reproduce

Steps to reproduce the behavior:
Install mysql using v15, then upgrade to v16.

Environment

Version v15 to v16 upgrade - running puppet 7
Platform Debian 11 and 12
