All of OpenXLA and in particular PJRT should support Windows.

Note: the API surface used by TensorFlow supports windows (I believe?), but when I tried to enable the Windows CI on the XLA unit-tests there are many things that aren't supported.
I don't think there is anything fundamental, but this is just requires some time from people familiar with the Windows environment. As soon as the codebase is "clean", the Windows CI should be able to be turned on I think (the infra is there)
