Blue text is sometimes link but sometimes not #178

In the first paragraph of the home page, links are black, underlined.

In the second paragraph, blue color is used for bold text but those are not links.

At the bottom o the page, blue non-underlined ALL-CAPS text is used for links.

In the subsequent pages, links are blue, not underlined. The home page should be consistent with the rest of the site.
