This issue is in relations to PR notaryproject/notation-go#449. This PR introduces changes to how the default notation configuration directory path is produced.

When $HOME and $XDG_CONFIG_HOME are unset, notation would panic. When the PR is merged, the new behaviour is instead of panic, to use .notation in the current directory.

The documentation found here needs to be updated to reflect the changes.
