Reports - Warning message layout as columns

Describe the bug
In the report flow on the 'Configuration' page a warning message is shown to the user about the usage of plugins. This message used to be title at the top and the text message below that. Currently the warning message is split into two columns, which makes the title of the message annoying to read.

To Reproduce
Steps to reproduce the behavior:

1. Go through the report flow with multiple reports selected (but some plugins are disabled).
2. On the configuration page observe the error message.

Expected behavior
The title of the warning message at the top with the description of the message below that.
