A grand idea.

Were we able to execute on this item?

No due to time constraints / ended up being much larger time investment.

Have other organizations in the area risen up to fill this need in the area?

The 901Lab? at the main library branch hasn't exactly filled this but does offer school kids tech / music making focused content.
