Hardcoded Munich city areas

Right now some Munich city areas are hardcoded, see e.g. Stadtbezirk.ts

Describe the solution you'd like
City areas cannot be hardcoded into a system, they need to be configurable for other cities to the use the software and adapt it to their individual needs.
