Last member of organization can be deleted

You can perfom a delete on the last user of the organization. I think the correct way must be to forbid that and if the user is the last one he has to delete the organization.

Cascade delete on org and resources of said org.
Or return error because last member.

Also add cascade delete on user resources if needed (if this user is the last member of an org)
