Detect time jumps caused by NTP synchronization

If the nvr starts recordings and the first segment is created before the device can sync with NTP, all the later recorded segment in the rtsp session may have wrong timestamps.

We should detect this time jumps and stop the current run and start a new one. In the future we'll add the ability to fix the old runs.
