Besides the instructions that are there already. I found that I needed to install the prerequisites from the ENCOINS Relay installation guide up to but not including the cardano-node and cardano-wallet install. Then I also needed to have the ~/plutus-chain-index/plutus-chain-index-config.json and ~/cardano-node/protocol-parameters.json files.

This was validated on Ubuntun 22.04 LTS on local machine and running from EC2.
