REGRESSION INFO: Repro on Dev17.11.4 (Includes Aspire 8.1.0)

TESTCASES AFFECTED
Aspire Starter App

INSTALL STEPS

Clean machine: Win11 x64 23h2 CHS
Install Dev17.12 P2 (Include Aspire 8.2.0)

REPRO STEPS

Open VS > click "Create new project" > Select '.NET Aspire Starter App' > Next

ACTUAL:
"Use Redis for caching (requires a supported container runtime)" is not localized

EXPECTED:
It should be localized in CHS OS.
