Problem accessing PTZs via TCP/IP from the live streaming PC

@JonathanOrd noted that none of the IP addresses given for the PTZs seem to be usable from the live streaming PC, making checking difficult.

I've re-made the shortcuts on the live streaming PC desktop. The shortcuts for cameras 1-3 work fine now, but camera 4 shows a black image, so something still needs fixing there.
