It looks like the 7z extractor tries to override existing files.
In azp-mingw-test.yml I found the following:

    cleanDestinationFolder: false
  displayName: Extract MinGW

Is there any particular reason why cleanDestinationFolder (which defaults to true) is set to false?
I would consider removing the option to use the default or add the overwriteExistingFiles option, but I'm not sure how this is going to work out. (Docs: https://learn.microsoft.com/en-us/azure/devops/pipelines/tasks/reference/extract-files-v1)
