Rerun rules on previously uploaded files

If the image file has already been uploaded to Flickr, then run the rules and update the image appropriately as per the actions.

This is quite a lot of work as we'll have to determine the current state of the Flickr record (which tags are applied, which albums/groups it is already a member of, etc.)
