Provide configuration option for setting a minimum bridge free for relaying batches.

how the minimum fee would be calculated?

would it be a fix percentage of the transported token or relaying on some oracle?

Would this be a governance-set value that causes batches to be rejected in the SendToEthereum message handler if they are underfunded?
