Investigate difference in netcdf files regarding Orion Rocky9 regtest updates

Describe the bug
When comparing the matrix logs for regtests before and after the Rocky9 OS update on Orion, some interesting differences are seen in netcdf files for ww3_tp2.1. These are confined to the *.nc files (no differences in raw output -- out_grd, out_pnt).

To Reproduce

• Steps for orion / intel
  • Run the matrix with current develop branch
  • Run the matrix with PR Update NCEP regtests for Orion: Rocky9 OS #1263 branch
  • Run matrix.comp

Expected behavior
Reviewing the matrix logs the tests: ww3_tp2.1 and ww3_ufs1.1/unstr with have some unexpected differences:

• ww3_tp2.1 - there are some strange differences in the file ww3.196806.nc related to timestamps and values. These should be investigated.
• ww3_ufs1.1/unstr - these have differences in the file ww3.2021.nc, but they are just the addition of the BIN2NC switch. These are OK.
