Make conditional NodeJS 12+ compliant #280

Currently we can only run conditional on Node 8 and 10. But 10 is approaching end of life. We should try and bump out of date packages high enough to allow a 12.X compile

wasnt able to get gulp 4 working, godspeed to whoever tries next
